Cleisthenes

Athenian statesman of the Alcmaeonid family, credited as the founder of Athenian democracy. After returning from exile following Hippias's overthrow in 510 BCE, he enacted reforms in 508–507 BCE that replaced the old tribal system with ten new territorial tribes, created the Council of Five Hundred, and introduced ostracism. His constitutional restructuring transformed Athens into a direct democracy.
