Dionysius I of Syracuse
Seized power in Syracuse in 405 BCE amid the crisis of Carthaginian invasion, built the largest fortifications and navy in the Greek world, and made Syracuse the dominant power in the western Mediterranean through decades of war against Carthage for control of Sicily.
