Hammurabi

Hammurabi (reigned c. 1792-1750 BCE) was the sixth king of the First Babylonian dynasty and the ruler who unified most of Mesopotamia under Babylonian control. He is best known for his law code, 282 laws inscribed on a diorite stele, the most complete early legal code to survive from the ancient world. His correspondence (preserved in the Mari letters) reveals a ruler personally involved in the details of administration.
