Lazare Carnot

French military engineer, politician, and member of the Committee of Public Safety who organised the levée en masse and directed the Republic's fourteen armies in 1793–94. Known as the 'Organiser of Victory', he reformed military command, promoted officers by merit, and is credited with creating the modern concept of the nation-in-arms.
