Marcus Livius Drusus
Tribune of 91 BCE, who proposed extending citizenship to Rome's Italian allies — the demand that had been building since the Gracchi. His legislation was annulled and he was assassinated in his own house, and the Social War began within months. He is the clearest case in Roman politics of a reform that would have cost the elite little and whose refusal cost them a war.
