Marcus Vipsanius Agrippa

Octavian's commander and the man who actually won his wars at sea: Naulochus against Sextus Pompey, then Actium in 31 BC, which decided the Roman world. He built a training harbour inland to drill fleets in secret. The empire he made possible was named for someone else, which he appears to have accepted as the arrangement.
