Robert Walpole
First Lord of the Treasury and de facto first Prime Minister of Great Britain (1721–1742). Restored financial stability after the South Sea Bubble, created cabinet collective responsibility, and kept Britain out of European wars for two decades through skilful parliamentary management and patronage. His 21-year tenure established the template for modern parliamentary government.
