Shulgi of Ur

Shulgi reformed the Sumerian bureaucracy with standardised calendar, weights, and a network of royal couriers. He was the first Mesopotamian king to claim divinity during his own lifetime. His hymns, preserved on clay tablets, describe him as athlete, musician, and hunter. The Ur III period under Shulgi represents Sumerian bureaucracy at its most sophisticated.
