Austrian Empire
Proclaimed by Francis II in 1804 in response to Napoleon's imperial title, the Austrian Empire succeeded the Habsburg Monarchy as the primary Central European power. Repeatedly defeated by Napoleon (Austerlitz, Wagram), Austria recovered its position as a great power under Metternich's leadership and became the host of the Congress of Vienna.
