Latvia

Latvia declared the restoration of its independence on May 4, 1990, and achieved international recognition following the failed August 1991 Moscow coup. Latvia, like Lithuania and Estonia, declined to join the CIS and pursued rapid integration with Western institutions, joining NATO and the EU in 2004.
