Ukraine

Ukraine declared independence on August 24, 1991, following the failed Moscow coup attempt, and was one of the three founding states of the Commonwealth of Independent States in December 1991. As the second most populous Soviet successor state and home to significant Soviet nuclear forces (transferred to Russia by 1994 under the Budapest Memorandum), Ukraine's independence was one of the most consequential facts of the post-Cold War order.
