Henry Morgan
Welsh privateer and buccaneer operating under English letters of marque in the Caribbean. His sack of Panama City (1671) — the largest and most audacious buccaneer raid in history — made him notorious across Europe. Knighted by Charles II and appointed Lieutenant Governor of Jamaica, he later enforced the very anti-piracy laws he had flouted.
