Ollanta Humala
Ollanta Humala was president of Peru from 2011 to 2016, the army lieutenant-colonel who had led a bloodless uprising of sixty soldiers against Fujimori in October 2000, in the regime's last weeks, and been pardoned by the congress that followed. He ran for the presidency in 2006 as Chávez's man in a red T-shirt and lost the run-off to García. In 2011 he ran as Lula's, in a suit, promising the market and the poor at once. He beat Keiko Fujimori in the run-off by three points after Vargas Llosa said the choice was between cancer and AIDS and chose him. The government kept the growth and the mining, adding the social programmes Pension 65 and Beca 18, the child benefit Juntos doubled, and the minimum wage raised twice. It also had the Conga gold-mine conflict in Cajamarca in which five protesters were shot and the project abandoned. There were the Bagua-style protests at Tía María, and a first lady, Nadine Heredia, who ran the party and much of the palace. He was born in Lima in 1962, the son of a lawyer of the ethnocacerist movement that preached the superiority of the copper-skinned race, entered the military academy in 1981. He fought Shining Path in the Upper Huallaga in 1992, where the Madre Mía case accused him of torture and killings under the name Captain Carlos, of which the courts cleared him for want of witnesses. He fought Ecuador in the Cenepa war of 1995. The Odebrecht affair found that the builder had given three million dollars to the 2011 campaign through Heredia's notebooks, and the Venezuelan government more in 2006. The couple spent nine months in pre-trial detention in 2017-18. In April 2025 he was sentenced to fifteen years for laundering, the second president in the affair. Heredia took asylum in the Brazilian embassy and flew to Brasília with a safe-conduct. He is the fourth of the five presidents of 2001-2018 to be in prison or in flight, and the fifth, García, shot himself when the police came in 2019.
